Update 11/22/2024

Updates:

 

1. What are the efforts being taken to get further funding?

City Response: We have better information on community desire and the cost to meet those expectations. This concrete set of information, alongside clear project plans, makes applying for grants easier.

2. Where can the city/ MLK receive money from?

City Response:–We are looking at all possibilities at this point. Direct allocations from our representatives and federal and state grants. We do not have specific grants to name at this time. I am not aware of plans to collect private donations. We can get back to you on this.

5/24/21

  • Initial list of internal projects eligible for ARPA presented, MLK included at $4m. City created a potential list of eligible uses based on Council interest and staff recommendations, with total need exceeding the City’s ARPA allocation.

 

6/2/21

CM Milne first mentions B&GC, supported by Mayor Barajas. No renovation discussions.

  • Boys & Girls Club mentioned by Councilmember Milne, but no renovations discussed.

  • Mayor Pro Tem Barajas mentioned supporting the Boys & Girls Club but no detailed plan.

8/23/21

  • B&GC was first introduced to ARPA Project List, no $ amount provided.

  • MLK listed for $4m

9/7/21

  • During General Fund Report MLK listed at $4M. Boys & Girls Club amount remains unspecified.

 

11/15/21

  • MLK allocation reduced to $2M.

  • Boys & Girls Club allocated $1.54M; provided priority tasks in groups for consideration.

3/14/22

  • Staff provided update that requests received were slightly over allocation available, staff sought direction on this and provided their recommendations as:

    • MLK Center: Project is estimated to cost up to $6.5 million, staff estimate that approximately $2.5 million will be required to support project.

    • Facility Upgrades - Boys & Girls Club: City staff completed a site evaluation with the tenant (Boys & Girls Club) and identified improvements for safety, security and longevity/expansion of facility and services. Staff identified three different options for funding starting from $500k to $1.26M. Staff recommends $500k of funding for this project.

  • Council Discussion:

    • Overall, the council favored higher allocation to MLK but did not request Boys & Girls Club to be removed from projects for funding.

      • Councilmember Serrano suggested more funding for Boys & Girls Club.

      • Mayor Pro Tem Maloney and Councilmember Milne supported staff recommendations.

      • Councilmember Roach prioritized MLK for YMCA use.

      • Mayor Barajas stated she believes reprioritize the list as they (Boys & Girls Club) may have other options for funding.

 

4/4/22

    • Councilmember Serrano supported both projects but did put a slight emphasis on MLK.

    • Councilmember Brown was in support of funding going to MLK.

  • PSA for MLK approved stated $2.5m from ARPA

 

2/5/24

  • ARPA Update: $1.26M initially allocated to Boys & Girls Club reallocated to MLK.

  • Council Support:

    • Mayor Serrano supported obligating funds to both MLK and Boys & Girls Club.

    • Councilmember Harpster was interested in reconsidering the allocation.

    • Councilmember Barajas was in favor of the funds staying with MLK.

    • Councilmember Perales of MLK

 

4/22/24

  • Lease with Boys & Girls Club

    • Boys & Girls Club requested an opportunity to address Council for their consideration of reallocating ARPA funds. With ARPA dollars, Boys & Girls Club went to Senator Torres who successfully brought State funding to project as well.

    • During presentation, request from Boys & Girls Club to recommit ARPA funds

Update 9/2/2024

We are  pleased to provide an update on the ongoing efforts to secure funding and renovations for the Martin Luther King Jr. (MLK) Center in Pasco, WA:

1.     Petition Progress: We are currently gathering signatures for the petition, with a goal of 150 signatures.

2.     NAACP Communication: The city staff has maintained communication with the NAACP Chapter 1135-B President regarding the ongoing progress/updates.

3.     Standing Meetings Established: A request has been made and accepted for the NAACP Chapter President and team to have standing monthly meetings with the City Staff to receive regular updates on:

o    Funding and renovation progress for the MLK Center

o    Strategies to secure additional funding

Note: These standing meetings will be held on the 4th Thursday of each month, starting from October 24, 2024.

Outreach Events March 8 – May 24:

  • March 8 & 9: On-site interaction at the community center with Architects West.

  • March 16: Open house with Architects West & City of Pasco representatives.

  • March 22 & 23: On-site input gathering continues.

  • March 29: Facebook live event for feedback and suggestions.

  • April 5 & 6: On-site input gathering by Architects West.

  • April 13: On-site discussions with community members/special interest groups by Architects West/City of Pasco representatives.

  • May 4: Participation at Cinco De Mayo festivities for feedback solicitation by Architects West/City of Pasco representatives.

  • May 24: Presentation of the conceptual design to the public by Architects West/City of Pasco representatives.

Promotion Timeline:

  • Press Release: Preparation for approval on March 5th.

  • KNDU TV Segment: Scheduled for March 9th.

  • KONA Radio Segment: Calendar appointment being sent for March 4th.

  • Pasco Minute Mentions: Ongoing, featuring segments in both Spanish and English.

  • Social Media Blitz: Posting schedule preparation beginning March 7th.

    • 22 posts reaching over 15,800 impressions

  • I asked for a tour of the facility's structure by appointment, so that there was no disruption of the current running programs. I have already reached out to Mr. Ryan Mahaffey on this.

  • Would please provide potential meeting dates and times for September, so that proper respect is given to our schedules?  - Jessica is on vacation for this week, she will be reaching out to you for dates and times that work for you.
